A renegade United States Air Force general, Lawrence Dell (Burt Lancaster), escapes from a military prison and takes over, with two accomplices, an intercontinental ballistic missile near Montana. He threatens to provoke World War 3 unless the President reveals details of a top secret document, involving a meeting held just after the start of the Vietnam War between Dell and then President's most trusted advisors.
